London, United Kingdom – September 15, 2025 — The Vietnam Stock Exchange (VNX) is pleased to announce the signing of a Memorandum of Understanding (MOU) with FTSE International Limited (FTSE), officially establishing a strategic partnership aimed at enhancing Vietnam’s capital market infrastructure and promoting international integration.
The signing ceremony took place at the headquarters of the London Stock Exchange, symbolizing the deepening financial ties between Vietnam and the United Kingdom. The MOU was signed by Mr. Luong Hai Sinh, Chairman of the Board of Members of the Vietnam Stock Exchange, and Mr. Gerald Toledano, Global Head of Equity Products, Custom Solutions, and Alternatives at FTSE.
The event was honored by the presence of H.E. Mr. Nguyen Van Thang, Minister of Finance of Vietnam; Ms. Vu Thi Chan Phuong, Chairwoman of the State Securities Commission of Vietnam; Ms. Julia Hoggett, CEO of the London Stock Exchange Group; and Mr. David Sol, Global Policy Director at FTSE. The participation of senior leaders from Vietnam’s Ministry of Finance reflects the country’s strong commitment to developing its securities market and expanding international cooperation.
The partnership between VNX and FTSE reflects a shared vision to implement initiatives that raise market standards, enhance investor participation, and align with international norms.
The successful conclusion of today’s MOU was made possible through the close guidance and support of the Ministry of Finance and the State Securities Commission throughout the negotiation and finalization process. Their leadership and strategic direction provide a solid foundation for building a modern, transparent, and efficient financial market.
More importantly, this collaboration is expected to contribute positively to Vietnam’s efforts to meet the criteria for classification as an Emerging Market. Strengthening transparency and aligning with global standards are clear demonstrations of Vietnam’s commitment to reform and integration.
“This agreement marks a significant milestone in Vietnam’s journey toward deeper global financial integration,” said the Chairwoman of the State Securities Commission. “We welcome the collaboration between VNX and FTSE and believe it will affirm Vietnam’s capability and readiness to be recognized as an Emerging Market in the near future.”
Further details will be shared during the implementation process, in accordance with the principles of confidentiality and mutual respect established in the MOU.

On 21 November 2024, the ASEAN Exchanges (Indonesia Stock Exchange; Bursa Malaysia; Philippine Stock Exchange; SGX Group; The Stock Exchange of Thailand; Vietnam Exchange) signed a Memorandum of Understanding (MOU) today to collaborate on offering Depositary Receipts (DRs) on their respective exchanges, enhancing investment opportunities for domestic investors across the region.
The MOU marks a significant milestone in promoting ASEAN as an attractive investment hub. This collaboration aims to develop market, information sharing, engagement with market regulators and participants, and profiling of listed companies.

Mr. Nguyen Tien Dzung, Deputy CEO of Vietnam Exchange, jointly signed MOU with representatives of other ASEAN Exchanges.
A panel discussion was held after the MOU signing, where the leaders shared the role of ASEAN Exchanges in supporting the region’s growth with members of the World Federation of Exchanges (WFE). Each exchange highlighted recent developments in improving capital raising efficiency, attracting foreign participants, and expanding investment options for the retail segment. The ASEAN Exchanges also discussed common initiatives aimed at making the region more competitive, highlighting the focus on sustainability and regional market connectivity.

Luxembourg 12 December 2022: In the context of the official visit to Luxembourg by Prime Minister of Vietnam Pham Minh Chinh on Friday 9 December, the Luxembourg Stock Exchange (LuxSE) and Vietnam Exchange (VNX) celebrated the signing of a Memorandum of Understanding (MoU) on sustainable finance.
The MoU was signed in the presence of Prime Minister of Vietnam Pham Minh Chinh and Luxembourg Minister of Finance Yuriko Backes.

Making sustainable finance global
The MoU places a specific focus on cooperation in the field of sustainable finance and the two institutions commit to working together to promote and develop sustainable finance activities in their respective markets, organise educational activities to strengthen sustainable finance knowledge among market participants and foster awareness among issuers and investors of ESG information disclosure and ESG disclosure standards.
“We are pleased to join forces with Vietnam Exchange and help advance the sustainable finance agenda in new markets. Sustainable finance needs to become a priority across international capital markets and as exchanges, we need to work together and share knowledge and experience to speed up this transition. Through LGX, we serve 260 issuers of sustainable debt instruments across different sectors and geographies. Our team of sustainable finance experts are well placed to help promote and develop sustainable finance initiatives in Vietnam,” commented Laetitia Hamon, Head of Sustainable Finance at LuxSE.
Cooperation across continents
Vietnam Exchange is a state-owned company based in Hanoi. It was operated in August 2021, as a result of the merger of Ho Chi Minh Stock Exchange and Hanoi Stock Exchange. Vietnam Exchange and its subsidiaries operate three secondary markets for equity, fixed income and derivatives trading. The MoU with LuxSE is the first agreement of this kind entered into by Vietnam Exchange.

On 09/7/2021, the Chairman of the Board of members of Vietnam Exchange signed the Decision no. 08/QĐ-HĐTV on the issuance of Company Charter of Hanoi Stock Exchange. The Decision takes effect from the signing date. Hanoi Stock Exchange applies the regulation prescribed in the Company Charter from the date Vietnam Exchange comes into operation as stipulated at Item 1 Article 8 Decision no. 37/QĐ-TTg dated 23/12/2020 of the Prime Minister on the establishment, organization and operation of Vietnam Exchange.
The Company Charter includes 8 Chapters, 27 Articles.
